I issued a refund to a buyer on 20/11. I made sure that I had the funds in my bank account to cover it and I received an email from ebay saying "you've refunded the buyer."
Now, a week later, I get an email from ebay saying "We're recovering the failed amount from your available funds."
They have also suspended payouts and say "the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid."
I would ask ebay but their chat bot cannot understand my question and just points me at articles that don't help.

Refunds are taken from Bank not from Ebay balance or held payments.
Does the refund show as being paid out in your Bank account ?.

The refund has not been paid from my bank account.
I made another refund yesterday and that was taken from the ebay account balance.

My main question is do ebay automatically pay the refund (out of their own funds) and then seek to recover it from the seller?
This is very embarrassing as I told the buyer they would have the refund on the 20th and email form ebay appeared to confirm it had been paid. Now they are possibly saying otherwise.

Yes, the refund to the buyer is paid automatically from eBay's funds, so the buyer will be refunded regardless of whether eBay are able to recover the funds from you .
