There is no way for a buyer to mark an item as received, they can only leave feedback, but that is voluntary, most buyers do not leave any, and it has no bearing on releasing your payout sooner if it is on an initial hold .
If your payout is being held on that 21 day hold only tracking showing delivery will release it sooner.
