Change name

This might be a stupid question, but how exactly do I change my eBay name. I've changed my personal information, username and even billing address name, but non have changed my eBay name. Anyone know how to, because I can't find any option

Use a laptop / PC not the app or mobile browser and use Chrome, that works well with eBay. 

In Personal Information you should see Username >>  Edit  as the first option to edit.

If you look at the screenshot, the name he's circled  shows a different one, and doesn't actually show username ID

The page layout  for Personal Information looks different to mine, so perhaps using a different device the username does not change.  I'm suggesting to use a PC / laptop as most major account changes seem to work better on those devices.
