I have had offers made on items I have listed through "Buy It Now" with offers.
After accepting an offer I have not been paid. This has happened a few times now.
It seems like the items remains up for sale until the buyer actually pays. If they don't pay within 3 days the offer cancels out. There seems to be no way of reporting these time wasting buyers so presumably, Ebay monitor and record these events automatically.

If you correctly cancel each unpaid item after 4 complete days and within 30 days of sale, they will be restricted from buying by eBay ... 2 unpaid strikes will prevent them from bidding on items again. Cancel now if still in time and block them from returning to your sales again >

That's how Offers work on eBay now. It's even possible to accept several offers, and the first buyer to pay gets the item. Surely it's better than having a non-paying bidder?

When I make an offer and the seller accepts, the payment is made automatically. Most people that buy from me with an offer I accept also make an automatic payment instantly so I cannot see the relevance of your comment "That's how Offers work on eBay now"
