It is a payment that is made to Ebay which they retain.

You could ask what happens to the last 20+ years insurance I have paid on my car without making a claim.

Am I able to reclaim it?

eBay keeps it. In effect it's a form of insurance, and isn't refundable if you don't claim.

 

A form of insurance, it's important to remember, that only lasts for 30 days. It isn't a warranty, just 30 day cover in case the item isn't delivered or is not as described.
