i won a auction on a ivicta watch for £32 and i paid for it now the seller has sent me a message saying he had a reserve on it but when i purchased the watch there was nothing about a reserve so i have paid for a watch and the seller isnt going to send it to me what do i do ?

You can't force the seller to send it but they should be cancelling the transaction so you get your money back. If they don't do that you'll have to wait until the estimated delivery date on the listing has passed then select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later.

The only course of action you can take now is to wait and see if it is delivered. Obviously you know that it won't be, but if, after the last estimated delivery date it hasn't arrived, open a Not received case from your purchase history - other actions - I didn't receive it. Escalate after 3 days for your refund.
Leave appropriate feedback, something like "Seller refused to send me the item I paid for".
If you put anything more you risk ebay removing it.

Probably seller put a BIN price, and does not understand that is not a reserve, and disappears at first bid.
Once you have a refund, seller should cancel, and get a defect on selling account but doubt he is even aware of this, so as already said wait to open a not received case, if no response
in 3 days on day 4 escalate to ebay.
Definitely leave negative feedback, that is the only way some sellers learn.
