You are in Cyprus and trying to list on the UK site. You need to first, log out of here , completely clear cache and cookies, then log back into www.ebay.com
I can see you have not sold for a long time, have you registered for eBay's Managed Payments? All sellers have to do this, to be able to list items for sale, and to receive payouts from those sales. See here.
