eBay give buyers 4 days to pay and this is timed to the second.
Once that timeline passes with no payment, click on the item in Active Listing, then top left click on View Order Details. From the right and More Actions cancel the order citing..... Buyer Has Not Paid.
This gives the buyer an unpaid item strike, they can only receive one before buying sanctions appear on their account.
Block them also from coming back to your sales here, you can then relist your item.
