Your payment provider is the account you used to fund your payment, e.g. bank, credit or debit card. If you paid eBay direct by transfer from your bank account you can ask the bank, but they may not be be able to help.
If you paid using a debit or credit card the card issuer may be able to issue a chargeback - especially if you bought it from a business seller, not second-hand from a private seller.
Remember that eBay doesn't guarantee the quality of items sold here. It isn't like buying from the shops - especially when buying from sellers in China. A lot of items sold are poor quality or even counterfeit. You need to be selective when buying, and to inspect items for faults within the 30 days from delivery that eBay allows. Because from day 31 they won't be interested.
