It depends on whether the buyer is claiming it does not fit, or it is not as described.   For the first they pay for the return, for the second, you do.

The buyer being in Germany makes no difference to the return policy on ebay.

adding to the advice already given -

As you sell through eBay's Global Shipping they leave it up to you exactly how you manage to get the item back for a refund.

The position is quite simple. Your returns policy is to accept returns, as it has to be for a UK business seller,  so your buyer is entitled to return them for any reason.  But as it's only a fit issue and no suggestion that the item was not as described the return will be at the buyer's expense.
