hello. i want to buy something in ebay but seller said i should collect it in another city. if i pay in ebay how you garanty that i can recieve that item from seller. and if he didnt answer me after payment how you refund my money ?

If this is a Collection item onnlly,  it will state this on the listing,  then the seller is not obliged to post the item, it has to be collected from the location stated on the listing.

If you pay and do not receive an item you are protected under eBay's 30 day MBG,  MOney Back Guarantee policy to receive a full refund.

If a reasonable time passes your item's last estimated date for delivery,  and you have not received the item, then,  if the seller is not being helpful,  go right of the item purchased,  and from More Actions select....  I Have Not Received My Item.

You must start this claim within 30 days of the item's last estimated date for delivery.

If you are not fully refunded within 3 days,  you must escalate the case on day 4 or within 30 days from opening the case,  and eBay will step in and force the refund.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.

Yes, for a collection item a seller may ask for this,  but you still have the choice to pay by card payment or PayPal at eBay checkout.  This then gives you full protection under eBay's 30 day MBG.

However,  what is the item?  If it's a vehicle,  then it is a cash or bank transfer payment only.  There is no buyer protection when buying vehicles.  You need to go, and fully inspect the car and paperwork, test drive it etc. before parting with your money.
