I started a return request, then realised I hadn't conrtacted the seller first, closed the return and contacted seller who seemed to agree to refund the item but would not give me an address to return the item to and Ebay won't let me open another return request.
What do I do now.
Any help or suggestions would be appreciated

As you've discovered, once a return has been closed it can't be re-opened.
What's the reason for the return?

Did the item you receive have a different size label on it to the one on the order details?
Only asking because the only other route to getting a refund now is to issue a not as described chargeback via your debit or credit card provider, but this isn't something to ever be done lightly, and there'll need to be some positive proof that the item you've received is not as described in the listing.
Personally, unless this is high value I would look to listing and selling the item yourself.

I don't see how the seller can claim that it's a particular size if there's no size label!
Did they just guess a size or did they put measurements in their listing?

The listing said 36/38 inch bust. When I tried it on it was more like a 32/34 inch bust. This is the listing

They were daft not to put a measurement for underarm to underarm so they'd know the chest size for sure. I always include a photo showing the ruler lying across the flat garment so that buyers can see the exact chest size.
So, the only way forward here to get a refund is to open a PayPal item not as described claim if you paid with PayPal or, if you paid with a debit or credit card you can contact your card provider and issue a not as described chargeback.
