This is brilliant, I am protected. I should send the buyer the item without receiving payment. I am protected under eBays new rules as Ebay are the people who pay the sellers. I pay the fee for the protection and we sellers are GUARANTEED PAYMENT. 

I will find out the buyers address and sent them the item without payment.

That's how it's to work now,  a short or longer delay in payouts.

Tracking showing delivery will release the payout 2 days after that delivery date.

No tracking ?  Payouts are held for 14 days before release.

You send it when ebay tells you the buyer has paid (them), and you get paid by ebay when the buyer receives the item.

Ebay gives you the address when the buyer pays them.
