If the item is not as described, you have 30 days to open a return request and the seller will have to provide you with a prepaid return label,and refund you within 3 days of getting the item back.

Why if you are returning do you only want a partial refund?

If an item is returned you get a full refund.

Ebay does not get involved in partial refunds.
