payment gone through via paypal but not to seller, how do i contact ebay to resolve this

Buyers pay eBay direct, so once you have paid there's nothing more to do. The seller is required to dispatch the item when eBay has confirmed receipt of your payment.

When eBay releases the payment (less any fees) to the seller is variable. Payments may be witheld until the seller has uploaded tracking proof that the item has been delivered. For small, low value items you can help by leaving feedback promptly on receipt.

Hi, I payed for the item and the money has come  out of my account, the seller hasn't recieved the money and won't let me pick it up until i pay. i have now cancelled the transaction. Any help would be dreat on how to contact abay as I feel I've been scammed.

You haven't been scamned, your seller just doesn't understand the way they get paid now.

If you don't get a refund you can open a case for item not received and get one that way.
