It could have happened, or your offer was too low, some sellers, just ignore the request saying neither yes, or no.
Or, they have set a minimum to be accepted, this has to be surpassed to warrant an acceptance.
You have 3 chances to send a Best Offer, send another, perhaps a little higher, it may then be accepted.

Once an offer has been declined or expired, new offer would have to be made.

As I said, once an offer has expired, you or seller can make an offer again.
Seller will have your details, so can easily contact you if they want.

Sorry, to come back to you so late, I've just seen you had another question for me.
When I receive offers if I don't immediately decline them I delete them, so my message box doesn't look full, if your seller has done this , deleted your message / offer, they would not be able to contact you again.
If your offer is still there in their message box then yes, if they wanted to, they can click on your ID >> Contact member, to send you a message.
