I tried to cancel an order , I idid't receive it. But now I'm stuck in a loop. they keep asking me to send the order back to receive a refund. But I can't if I didn't receive it.The seller isn't responding.

You need to open a case for item not received,  but this can only be done one day after the item's last estimated date for delivery.

if eBay are asking you to send the item back that means you opened a return case.

Unfortunately if that's true you cannot open another case and need to try your payment provider for a refund.

You won't get a refund because you opened the wrong sort of case.

Not contact seller you need to contact your PAYMENT PROVIDER , that is bank or card company.
