The seller needs to process the refund.
They need to cancel the sale which will trigger a refund. When they do this, you will get an email from Ebay saying the purchase has been cancelled and your refund is being processed.
If the seller doesn't do this, you will have to wait until a day after the latest estimated delivery date and open an 'item not received' case.
