I live in France and purchased £2.91 DVD from the UK - the import charges i thought were 20% but here are £4.31  this is 150% . Can someone explain how this charge is calculated.

At that value all you should be charged would be VAT plus a charge for collection of the VAT and that can be a lot more than the VAT.
