how to create a custom order of buyer to make a purchase based on there requirements ?

i used to work on fiverr , we used to create a custom request based  on what the buyer needed 

how can we do this here on ebay ?

I can only suggest looking at how others do this and the categories used. You shoukd skso be a registered as a business seller if you have not already done this.

i want to ask if a client comes up to me and asks me they need my services  which are beyond or different to the listed or adverised , 

is there anyway we can place a custom offer for it ?
like we have an option on various other platfroms where buyers and sellers interact , for example fiverr / upwork and many others

On ebay you would have to agree what the buyer wanted and then create a listing for exactly that, but the listing would be available for anyone to buy, not just the buyer it was meant for.

There are also rules for digital items and you need a business account.

eBay doesn't work in the same manner, it's not really a services platform - listings must feature a photo of the item that the buyer is purchasing, along with a description.

You'd also need to operate on a business account, and eBay have strict regs for digitally delivered items. 

Personally, I can't see a way for you to operate this business model on eBay.

how are these sellers offering the services  to clients then ? they are not digitally delivering anything but operting just like me and making tons of sales ?

Both sellers are listing a specific item, there's a sample photo and a detailed description.

If you can follow that kind of business model then go for it.

No idea how that second one in particular is getting away with trading on a private account though.

almost 1000+ sales

But once i get the order how can i provide the shipping label or how do i manage that thing ? how do i complete the order , sorry i am not sure , i am getting leads from clients ,i have been approached  by clients already but dont know how to sale the service or how it will work

They are trading illegally on a private account and violating eBay's on digitally delivered items.

how are they adding the shipping label and everything ?
And how come they are having 800+ sold on each listed item if this is a violation of ebay ?
