I cannot buy anything on ebay because my 'contact the seller button does not work. I cannot find a phone number for ebay to complain. What is the phone number?

There are activity limits for new buyers, which includes ones who have not bought recently.   Adding a credit card to your ebay account for verification should help.   In My eBay go to Account tab, towards top left > Payment information > Payments > click on Add Payment Option.
