What do you mean when you say that eBay are investigating?
If your buyer opens an eBay not received claim and the tracking number showing in the dispatch details shows a delivered status then the case should close in your favour.
You can't get the Police involved, they don't cover this kind of thing.

does tracking proves delivery
No, it only proves that the courier has recorded it as having been delivered.
There are endless disputes when because buyers allege that the item was not delivered, or was delivered to to the wrong address. In such cases eBay generally accepts the courier's tracking record, even when irate buyers claim that the "proof of delivery" photo is not even their addess!
Plus of course items are frequently delivered, but left outside the property where they are subsequently stolen. Which is not covered by eBay's money back guarantee.
Issues over delivery have become one of the greates risks of buying on eBay. And be aware that eBay's claims about how buyers can quickly be lost in the blizzard of small print of their money back guarantee poicy.

May I politely ask did you really consider asking Police to get involved here?
I only ask , as a direct member of my family works in the Met, just wondering how she would spend the time with current events in London, to put a hold on that, and help here. 🤔
eBay investigating ? If the buyer has opened a case for item not received, eBay's messages are sometimes far from exact as to what is actually happening, investigating may only mean when tracking entered ( has it been?) shows delivery, the case will close in your favour.
