I got an email saying I was bidding for something that I did not bid for. I didn't 'win' the item, but I could have.

You haven't given us much to go on, but it sounds as though another bidder may have placed and retracted a bid, leaving you as the winning bidder?
This is not uncommon, if this is what happened. eBay does remind bidders that bids remain live unless retracted. So you may still emerge as the winning bidder if a later and higher bid is retracted. In this situation, you have won the listing and are required to pay for the item.
If this is not what happened, could you please explain what did?

Is there anyone in your household who could have had access to your account, and placed this bid?
Otherwise, it's just not possible for someone with No access to your account, to place this bid.
Or! Did this message definitely come from eBay? Did the message address you by name and come through eBay messages? If not, this could be a spam message.

Do you use your phone to browse ebay?
