If you bought this item as a ' Guest Purchase' you will not see anything in your eBay account, as it wasn't used.
This will explain what you need to do now for your refund.

@tressygirl explains what to do if you purchased as a guest.
It is important to understand that you very rarely need to speak to eBay [if that is who you mean by the "idiots".
EBay has an excellent "money back guarantee" which is very simple to use [particularly if you buy - as is generally expected - using your account. In simple terms you "open a case" within the strict timescale of 30 days. The seller sends a label to return and refunds when you do so. The timescale of 30 days is - however - totally inflexible and after that ebay will not help although you can contact your payment provider
If he does not send the label you escalate to eBay who probably will refund after 4 days.
You do not contact the seller [who might tell lies, or argue] and it is all left to eBay.

If this was a Guest Purchase and you're still within 30 days of the item's last estimated date for delivery, then listen no more to the seller's excuses or promises, but this link below will explain how to claim a full refund when making a Guest Purchase:

was not a guest purchase but not showing on my account history
It would have helped to tell us this from the start.
If it wasn't bought as a guest it should be in your purchase history, provided you bid and paid for it through eBay. You didn't perhaps arrange to buy it outside of eBay?
Otherwise if you bought it through eBay and it's really not in your purchase history it's possible that eBay removed the item from its database because it was against their rules in some way. This can happen even after an item has been sold. If so, you should have had a message from eBay to tell you.
It's hard to help when it's so unclear what's happened. You could try giving us more information, or if it's definitely not in your purchase history it may be better to contact customer support.

Looks likely then that eBay have removed the item and ,or the seller from their site, for some breach in selling regulations.
For these reasons, you need to contact eBay Customer Services , they will open the relevant case for you for your refund.
This is the easiest and quicket way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.
