combined postage - no longer able to send an invoice

why can I no longer have the option to send an invoice for combined postage?  its a pain to make them pay the full amount and then have to refund it.

Well ebay have conformed there is still a site issue with combined invoices,and there is no update as to when it will be fixed.

This has been going on for weeks, and somehow I doubt ebay has any intention of fixing it. I suspect it is something to do with the 75p seller fee on each item.
