You need to look at what ebay says the fee covers.

You do not need to do anything, this is ebay money not yours. You just receive the sale proceeds plus any postage you have charged.

If you read properly the notification you receive showing details the buyer fee is shown as part of what  the buyer pays then is deducted and kept by ebay, leaving the figure you receive.
