i have already set up a billing method and got an email confirming it, but my suppliers  still cant publish my product due to an error from ebay. ''requires you to set up a billing method with them before they enable your seller account''

There have been a number of changes when now selling on eBay --- completely updating your  account and having a valid payment method on file helps >

You also need to upgrade to business seller.

Private sellers do not have suppliers.
