Ebay say that such fees are not refundable for private sellers:

Optional listing upgrades, like adding a subtitle, can help to attract more buyers.
We charge upgrade fees when you list your item, and these fees are non-refundable. If you choose to manually relist your item, optional listing upgrade fees apply again. We don't charge these fees again for your listings that are set to automatically renew or relist.

I can see you are a new seller, but you do need to upgrade your account to a business account. Private accounts are for sellers listing their own, unwanted items.
