Your seller account is restricted

I have recieved the returned item back from the buyer(by mutual consent) but now my account is restricted beacuse they have not refunded him, how do I solve this, the Ebay chatbot is a waste of time....thanks

Why are you not refunding the buyer?

eBay only issue the refund automatically if done through a case, if you made your own arrangements you have to manually refund the buyer either by cancelling the sale or sending a refund

Hi, thank you for you reply, as I understand it Ebay hold the payment until
the buyer has received the item, after he got the tem he decided that he
wanted to return the it which he did, I then thought that Ebay would give
him a refund as I never received his money. 🤔

Thank you for replying...So will they remind him the money that they are
holding or will they take it from my account? I never actually recieved the
payment
