Withdrawing ebay balance

How on earth do I withdraw funds from my ebay balance?

Apparently there is a withdraw tab somewhere.  I have spent over an hour trying to find this and all the ebay help messages are not helping at all.

On seller hub hover over the Payments tab and select Summary.   Or in My eBay go to Account > Payments.   You'll get a big blue banner with eBay balance on it.   Click the arrow on the right and it opens up a box where you put how much you want to withdraw.
