Had a few buyers bidding and then not paying recently. One in particular seems to be a persistent non payer - this buyer has loads of feedback going back months and years - never seen any other feedback like it - yet ebay have not banned this buyer or allowed negative feedback. Why?

Sometimes, you have to do stuff yourself to protect YOUR account.
You wait 4 days.
You cancel for non-payment.
Ebay give the buyer a non-payment strike.
You set your account up to block bidders with two or more strikes.
It is not difficult or time-consuming. It is effective.

If other sellers have left positive green dots with negative comments, they have broken Ebay's feedback rules.
There is a procedure for dealing with non-payers which gives them a strike on their account.
The strike lasts for a year.
Sellers can (should) set up their buyer requirements so that any member with two strikes cannot bid on their items.
Ebay has given sellers a highly effective tool.
Sellers just have to use it.
All Ebay will see if they look at that buyer, is a record of lots of positive feedback.

Negative feedback is ineffective and useless in stopping Non-payers ---
Use the non-payment options given to give non-payers a well deserved defect on their account and reclaim any Final Value Fees(FVF) you may have paid, and for information >>>

Yes have blocked and reported. I suppose my point is why is this buyer still on ebay. Over 14 pages there must be about 50 at least of negative comments - why have ebay not stepped in?

I don't know how many Ebay members there are but nobody from Ebay would spend time reading the comments in a buyers' feedback.
The member you mentioned ('naming and shaming' is not allowed in forum rules so should be edited soon) has 100% positive feedback so, as far as Ebay is concerned, everything is fine.

Because, unfortunately, sellers, yourself included, have left a green dot [false positive] signifying that they/you found not getting paid a positive experience - so every one is happy.

Those Sellers who have used the Positive rating to leave Negative comments have done other Sellers no favours !!. --- just increased the Buyers Positive rating.
No Negative Feedback option for Non payers is allowed --- as said, only 2 NPB strikes will stop them.
