Have you opened a proper return case? If so seller should provide a return label, but if returning to China difficult to get return label, so you may have to pay yourself. Something you should always consider if buying outside the UK. Must also be tracked postage.
When you bought what was location shown on the listing, in the UK or China. Returns have to go back to Location Address. If location in UK then escalate case to ebay who will provide return label at sellers expense.

A quick 20 second search of google shows that Collect + is the UK delivery partner.

Have you actually opened a case? As I know for sure Ebay would not send you a label from this company. You need to goto your purchase history and deal with this correctly, sellers in China will fob you off, and you wont get a refund if you aren't careful.
Open a case for item not as described, this will involve eBay who will provide you with details on the return. As @john1297576 mentions when you bought the item where was its location eg in the UK the item must be returned to a UK address, if overseas then it obviously goes tracked overseas.
