What happens if I accept an offer as seller when the buyer wants to pay cash on collection

My potential buyer wants to collect and pay by cash not PayPal. Is it possible? It used to be!

No it's not possible any more.  Buyers have to pay through checkout.

You cannot exchange contact information until paid, so buyer cannot collect and pay cash, even if both of you were in agreement.

 

If he did pay in cash , you would not be able to mark as paid as that facility I am sure is no longer available.

Adding to the correct advice given, a buyer has to pay through eBay checkout as that is when they receive a collection code they must give to you on collection,  for you to scan,  or manually enter those numbers.  This is your only proof the item has been collected.

 

Do not hand over the item without this code.  After paying through eBay checkout , PayPal inform your buyer,  is not the only option for payment,  there are various card payments to be used,  remind your buyer they must bring this code with them,  the item will not be released without it.
