Wanting to list an item for charity, found I had an unpaid donation which I have now paid

I didn't realise that I had an upaid donation ( which I have now paid) but I still can't list another auction item for charity. I made the overdue payment by paypal, does it take a while to clear? or do I need to do something else so I can list?

As I understand it, the donation is collected, the seller does not have to pay.

If when collected the payment “ bounced” as unpaid, then it is likely ebay would block you, as keeping the full amount, without paying full selling fee. 

Selling fee no doubt does not apply, but the reasoning is probably still built into the system.
