Why am I unable to withdraw my money but I can spend it on ebay when my payment details are correct & been confirmed? I have recieved previous payouts to my bank but this one isnt allowing me to, the withdraw option is greyed out

Inactive account, so ebay holds money. They play safe when there is activity on an account with very little use in case it has been hacked.
