I bought a vehicle from a guy moving back to Australia, 2 weeks later his ulez fine arrived at my address and I'm liable. He won't respond after saying he would sort it out. What can I do

You can't do anything through Ebay.

My only suggestions are to pay the fine or take legal advice.

Have you tried appealing the fine? I don't drive so I don't know how it works, but I would be very annoyed if I was told I had to pay a fine that I hadn't earned.

Is there nothing on the form to advise that you were not the driver, as with a speeding fine.

The registered keeper is the one responsible for the fine, presumably you can prove you were not the registered keeper at the time the fine was incurred?

@papso22   is correct copy details of the dates you purchased the vehicle and the dates and time of the ulez fine,  showing you were not the owner  or the ' registered keeper' of the vehicle, so not liable to pay this fine, and send it to whoever issued the fine.
