Are you sure it is VAT?
Can you give a specific example with the price you set and the price the item is being listed at?

It is being applied to all of my sales now and this is a pair of gym pants by example. It specifically says VAT
So it lists:
buyers protection fee
Postage
VAT - and for this, an £8 item it charged 0.49

The VAT is on BPF.
It is not charged on the item.
As ebay are a business, they have to charge VAT on their fees.

As a buyer, I'm not seeing any kind of VAT being added to your listings.
As a seller, eBay charge VAT for using their service. Because you're a private seller it's inclusive and they show it as a breakdown in your fees (same as some stores do on a receipt) and people are often under the misapprehension that it's an additional charge.
Business sellers have VAT added to their fees, it's not inclusive.

Most of that charge is not VAT.
It is the Buyer's Protection Fee which is added to all private sellers' items.
You list at £8. (VAT @ 20% would be £1.60)
Ebay add the BPF which is 7% + 10p
This includes VAT as detailed below but, as explained, the VAT is only charged as part of the buyer's protection fee which on your £8 item is 64p.
Ebay have to charge VAT on their fees, they are not charging VAT on your item and you will receive £8.
