VAT exempt items such as self propelled wheelchairs for registered disabled adults? Can I recover VAT from ebal purchases?

My understanding is that the seller doesn't charge VAT in the first place on the basis of a certificate from the buyer,  not that the buyer recovers it from HMRC after paying it.

HMRC publishes guidance on this but it is down to the seller if they take part.
