That sounds like a listing fee for a vehicle. Did you list one at some time, and perhaps it didn't sell? Listing fees for vehicles are non refundable, payable sale or no sale. Same if you listed it in your local paper, and it didn't sell, the paper would not refund you your advertising fee.
