Unable to contact eBay

After failing to receive product and twice seller failed sending refund, i raised it as an issue with eBay.  Then eBay sent a message, with the only option being to close the issue.  No option to escalate, as seller not responding and refund still has not arrived.

How do i keep issue open ?

Look to contact ebay here,who can view your account and advise you on your next step,if you have waited at least 3 days to escalate the case.

Did you open your item not received claim with 30 days of the latest estimated delivery date showing on your listing?

Buyers must ask eBay to step in within 30 days of opening a claim (else it will just time out). How long was yours open for?
