I'm unable to buy an item, the message i get is the seller is not accepting bids or offers from you, what does this mean.

Sellers can block bids for any reason. 

Maybe you have unpaid strikes or you live in an area they don't post to, e.g. Highlands or Islands.

Is it a seller you have bought from before?

Perhaps for them the transaction was unsatisfactory, or you left them neutral or negative feedback and they have blocked you. Best idea is to find a different seller.

Sellers have the option of using " Buyer requirements" to block any buyers, see here, Setting buyer requirements | eBay
