Unable to Add While Promoting Product Listing

Hello,
I am trying to promote my product listing, but I do not see the option to add or update ADVERTISING. The listing is active, but I am unable to proceed with promotion due to this issue. Please let me know how I can fix this or if there is something missing in my account settings.

You are in Pakistan, here in the UK a selling account has to be established with successful sales before being able to promote items.

Log out of here, log into www.ebay.com see if it allows you to promote your items,  the rules may be different in your country.  If there are still issues,  contact eBay Customer Services they will tell you when and how to promote items.
