Two items posted together - buyer claims only one received, then after case closed, opens another !

Apologies for the long post/ slight rant.     I am so frustrated and annoyed at the moment

I run a small one person registered business.   A buyer recently bought two items on a Friday, under separate orders.    I messaged her that evening, advised that I would post both together on Monday and would refund one set of postage.   No response to my message was received so I sent them together on the Monday under one tracking number

Subsequently the buyer claimed that one of the items was not received

Firstly the claim was that she had only ordered one item - not correct

Then, she was not expecting an envelope but a box - not correct.   She had a postage option for either a large letter or gift boxed small parcel and chose the envelope

Then - she said she never reads messages

Then the letter arrived damaged but she still signed for it and threw the packing away without thinking

BTW - the two items were together in a small grip seal bag, bubble wrapped, placed within a cardboard sleeve, within a paper bubble wrap envelope, with a grey plastic mailer over the top.   OTT possibly, but that's how I do it.    Apparently the "damage "allowed a person unknown to carefully cut through 5 layers and take one item but not the other, then seal it back together!

Unsurprisingly eBay saw that she had signed for the items and closed the case

Within 30 minutes of the case being closed, she opens a missing parts return for the missing item !

EBay's solution is apparently to not look at the item not received case and missing item case together and just refund her because the case falls below the financial threshold for investigation.    Even though this does not affect me financially (albeit directly) if affects us all in the long run with fee percentages charged by eBay and rewards untoward behaviour, and contributes towards negative association with the selling site

Ironically, eBay have advised that if I accept the return of the "missing" item, she can still escalate against ME, How on earth can this be right ?

I would guess that initially buyer opened case for one item, which as tracking proved delivery caused case to close.

The other item was then without tracked proof of delivery so she could open a second case, which no doubt you would lose.

It used to be possible with multiple purchases to post together marking each item with the same tracking number, whether this is still possible for a business seller I do not know, but certainly for private sellers, using the awful Simple Delivery, doing this does leave them open to claims of not received.

Thankfully for me, the tracking number was against the item she says she does not have

I am still not hopeful
