Two items Ordered but only one received

I Purchased 2 items from a seller and only 1 has arrived in the box although ebay is saying both items have been delivered. 

When I have tried to say an item is missing it says I have to wait a couple of days as it could still be on the way. How is  this the case when the tracking says it includes both items.

I have contacted the seller but yet to receive a reply yet.

is my only option to wait?

You have received an item, as tracking proves.

You need to open item not as described case, seller supplies returns label, you post item back for full refund.

Escalate on day 4 if jo label or refund. 

Ignore seller excuses.

But they will expect me to return items I haven't received - as it states both items have been shipped and delivered.

I think 1 of reasons to return is "item missing"

Just use main reason item not as described, I.E. You ordered 2 items only 1 arrived.

You will lose item not received case as you did receive something.
