Trouble getting a team member set up correctly, they can list items, but not purchase postage

I sell stuff on ebay on behalf of a charity. I'm the account admin and have given a team member access ( will all permissions ticked! ) to the account so she can sell stuff as well. She can list items, see them in her seller hub, along with the listings I'm managing, but doesnt get the option to prink packing slips, invoices or purchasing postage. 

She is definitely signed into her dashboard under her own user name, and trying to perform actions throughthe seller hub. Any ideas?
