I'm looking to get a refubnd from ebay as the postage stamps they provided rejected at the post office.

Do you mean postage label? Why did Post Office reject, was postage paid not enough?

The labels are usually a standard price, it is really up to seller to know what postage cost sill be, and not leave it to ebay.

If you bought label from ebay then cancel it to get a refund

eBay doesn't provide postage stamps. For returns they provide a prepaid postage label.

Do you perhaps mean that you have bought postage stamps on eBay, but they turned out to be fake? If so, join the club and take a look at the following:
