The item I picked up from the Post Office was an envelope with a paper mask and newspaper this seller is a scammer and I would like him reported now I am stuck with a credit arrangement through PayPal because of this scammer

You need to be careful that you open the correct case here.
Even though you did not receive the correct item, you did receive something, although a worthless paper item.
You need to open an eBay case for item not as described selecting the reason.... Does Not Match Description or Photos.
Do Not open one for item not received, the seller here just needs to enter a tracking number to show an 'item' was delivered, and the case closes, no refund.
Hopefully, you are still within 30 days of the item's last estimated date for delivery so proceed this way now:
Go right of the item in your Purchase History and from More Actions select... Return this item selecting the reason Item Does Not Match Description or Photos.
The seller needs to accept this case within 3 days and refund, if they want their item back first , they need to pay for that fully tracked return postage, then on receipt of their item they have 48 hours to refund you. If they don't , need to escalate the case, ask eBay to step in, and they'll force the refund.
Never listen to any excuse or promise from the seller to close the case early, and do not forget to escalate.
Do not open a PayPal case at the same time, this will look like you are after 2 refunds, and both cases can close with no refund. Open ,stick with, and follow the steps of the eBay case.
This may well not be the first time the seller has tried this, if they have past form, eBay will spot this ,and act with sanctions or more likely, a ban from selling on eBay.

Before you open a refund case you might want to double-check that it's for the correct item.
It seems an odd coincidence that it "didn't turn up because it was a scam" when you have just left feedback for another item that you "did not get it it was a scam".
If you have not received either item, make sure that the parcel that only contained newspaper was from the seller of the Nikon, and not from the seller of the other item you didn't get!
