Sending cordless saw with no blade

I tried listing a battery powered reciprocating saw with no battery or blades.

Selected no age verification as no blade included, listing refused, tried again with age verification, failed to list again?

Why can't I sell item with no blade?

The robots identify the word saw, but cannot understand no blade.

To keep the robots or AI satisfied you must use Age verification.

I did see recently a seller had problems selling a Jigsaw puzzle. 

And all the experts seem to think AI solves all problems in running the world.
