Hello I want to sell my new sealed iPhone but am worried a buyer could open it, try and decide they don't like it and ask for a refund.
I asked an eBay representative and they said they can do this?

Yes, they can.
If a buyer decides that their item isn't as described then they have 30 days to return it for a full refund under eBay's Money Back Guarantee.
If they funded their payment with a debit or credit card then they have 120 days to issue a chargeback.
iPhones are scammer magnets, so make sure that if you do decide to go ahead and sell it on any online site that you make a note of the IMEI number.

You have to be so careful selling high end items like this on ebay. Many of us have a rule of thumb that if you can afford to lose the item/money then you will be fine. If you cannot then think again.
I presume that there is no outstanding credit/finance on the phone as we see all too often that phones get locked down by the manufacturers/ call providers etc with purchasers.
If listing make clear that in the listing its a sealed box, take note of the serial number ,IMEI number etc of the item. Ensure that the item is posted special delivery by 1pm with tracking etc. Do not accept any offers for payment outside of ebay. (obvious, but many fall for this trick). Limit to the UK only.
These high end items attract a lot of scammers etc so you will have to be very careful.

If you're worried that a buyer could open and return it - or even return it damaged, or a completely different phone - eBay may not be the right place for you to sell it.
eBay's money back guarantee allows buyers to claim any fault to return items. eBay never sees the item and their policy seems to be to take the buyer's word for faults. Because they don't even know what you sent the buyer, they may also accept the buyer's word if they return a different one and claim it's what they received.
Sellers are no longer even allowed to ask for payment in cash on inspection and collection, which was not covered by the guarantee. Now everything must be paid through eBay's checkout.
You have agreed in the user agreement to accept eBay's decisions. Because the money back guarantee is unregulated there is no right of appeal to any independent authority.
Selling on eBay is risky, and selling (or buying) high-end phones here is about as risky as it gets.
