Hi was going to sell snowboard boots , but cancelled sale as I need them again next week
but got charged 22 pounds by eBay ?
what can I do to get a refund ?

What was the charge for?
You are a private seller so listing is free, UNLESS you use a service which is not free.
I cannot see these in your ended listings, but if you used a reserve then the fee is 4% of listed price and is not refundable..
There are other services that are not free, but using a Reserve is the most expensive.
Before submitting the listing you would have been shown any fees and once submitted tfees are payable.

At one point ebay used to charge a fee based on the highest bid at the time an auction was cancelled. They may still do, even though private sellers no longer pay selling fees for sold items.

The fee was charged to put sellers off ending auctions with bids, possibly due to arranging an off ebay sale.
It was, and maybe still is, a deterrent and punishment.
Only you can work out why you have been charged £22. We don't have access to your account other than what is publically available.

I think there is a 5% penalty on ending auctions that have bids.
